About Before They Build™ · Plate I

A civic handbook designed to strengthen neighborhoods with clear, local information.

Usually, people only find out about new projects when they get a letter, see a sign by the road, or spot construction equipment. By then, deadlines may be past and chances to participate may be limited. Before They Build™ is here to change that.

Better Information → Better Preparation → Better Participation → Better Communities.

Editorial stance · Before They Build

Healthy communities are built long before construction begins. They are built when informed neighbors participate — with wisdom, and with good information.

Promise · I

Understand

We help you understand notices, permits, hearings, and public records —, before important decisions are made.

Promise · II

Prepare

We organize the questions, timelines, and documents you'll need before the meeting — not while you're sitting in it.

Promise · III

Participate

We help you take part thoughtfully and confidently, so your voice can be heard alongside your neighbors'.

Why we exist

Local government shapes almost every neighborhood, but many public processes are still hard for residents to follow. Most people are busy with family, work, caring for loved ones, or simply living their lives. Few have time to study planning rules, permits, environmental laws, or hearing procedures. Before They Build is here to close that gap.

We believe informed citizens strengthen communities. We believe preparation creates confidence. We believe respectful participation produces better conversations — and often better outcomes. Our readers have already done something important simply by arriving: they searched, they read, they invested their time. Our job is to equip them, not to manage them.

Today's meeting becomes tomorrow's public record. The notice on your door, the letter in your file, the timeline on your kitchen table — these are the raw materials of an accurate community history. We help you keep them.

Editorial philosophy · The Reader Covenant

Careful observation, documented evidence, respectful participation.

Before They Build does not exist to encourage opposition to every project, nor to promote development at any cost. We are committed to evidence, clear records, and preparation. We let the facts shape the conclusion — yours and ours.

Every visitor is presumed to be acting in good faith. We assume our readers are intelligent, curious, responsible, and seeking to become better informed. Every page should leave them feeling more capable than when they arrived.

Success is not measured by whether a project is approved or denied — it is measured by whether neighbors were informed, prepared, heard, and able to participate before decisions were made.

The Respect Test

Does this sentence respect the intelligence of the reader?

The Empowerment Test

After reading this sentence, is the reader more capable than before?

The Trust Test

Would this sentence make a thoughtful homeowner feel welcomed — or managed?

Assume courage

The people using Before They Build often have to do difficult things — attend meetings, speak publicly, ask officials questions, challenge incorrect information respectfully, talk to neighbors, collect evidence, and risk criticism. That deserves recognition. Our role is to make that work easier, clearer, and more effective.

Our principles · Foundation & values

Before They Build™ is published by ShellMiddy Inc.

ShellMiddy Inc. is a privately owned company founded on Christian principles that emphasize truth, wisdom, stewardship, compassion, integrity, and service.

Before They Build welcomes readers of every background, faith, and viewpoint. Our purpose is not to persuade people toward a particular political position, but to help communities make informed decisions through better information, careful documentation, and thoughtful civic participation.

Cornerstone

  1. "Through wisdom is an house builded; and by understanding it is established."

    Proverbs 24:3 · KJV

  2. "For which of you, intending to build a tower, sitteth not down first, and counteth the cost…"

    Luke 14:28 · KJV

  3. "Where no counsel is, the people fall: but in the multitude of counsellors there is safety."

    Proverbs 11:14 · KJV

What we are

  • · A civic education project
  • · A practical neighborhood handbook
  • · A community record system
  • · A publication for the months before important decisions are made

Where to go instead

  • · For legal advice → a licensed local attorney
  • · For an official ruling → your municipal planning office
  • · For advocacy or organizing → a local civic association
  • · For a complaint or investigation → the relevant agency (see the Complaint Directory)

We provide information — and we point you to the right office when a decision needs an authority we are not.

Our Vision

We help ordinary people become thoughtful stewards of their communities.

We hope for communities where more people read the notice, attend the meeting, ask thoughtful questions, preserve the public record, and leave their neighborhoods better informed than they found them.

We believe better information leads to better decisions, and better decisions help build stronger communities.

If Before They Build encourages one more neighbor to participate thoughtfully, one more family to understand what is being proposed, or one more community to preserve an accurate public record, then it has fulfilled its purpose.
