Level 1 — Personal observation
Something you saw or heard. The start of every record.
Level 2 — Photo or dated note
A dated photo or short note. The most useful upgrade most people can make.
Level 3 — Supporting document
A bill, letter, or saved document — News article from a named outlet · public statement on the record · professional study commissioned by an agency.
Level 4 — Multiple neighbor reports
The same observation from a second or third neighbor.
Level 5 — Official confirmation
A written response from an agency, utility, or official source — Official permit · official map · recorded plat · signed staff report · adopted ordinance.
