Level 2 — Photo or dated note
A dated photo or short note. The most useful upgrade most people can make.
Level 3 — Supporting document
A bill, letter, or saved document — something with a date stamp.
Level 4 — Multiple neighbour reports
The same observation from a second or third neighbour.
Level 5 — Official confirmation
A written response from an agency, utility, or official source.
