Reading a Staff Report

The first three pages tell you almost everything.

What you're looking for

The staff recommendation. The list of conditions, if any. The list of waivers requested. The maps and the future land use designation.

How to read it

Read the cover and recommendation first. Skip to the conditions list next. Read the maps third. Then return to the body.

Mark every required study. A required study that is missing is a written question for the agency.

What to do next

Print one copy for the binder. Mark up a working copy. File the original under Tab C.

If you only remember five things

  1. The recommendation paragraph is usually on page 1 or 2.
  2. Conditions of approval are the asks already on the table.
  3. The Future Land Use Map governs the staff recommendation.
  4. If a study is required and missing, that is a written question.
  5. Take notes in the margin — print, don't read on a phone.
